U.S DoS Press Releases: State Department Amendments to the Terrorist Designation of al-Nusrah Front

The Department of State has amended the designation of al-Nusrah Front as a Foreign Terrorist Organization under Section 219 of the Immigration and Nationality Act and as a Specially Designated Global Terrorist (SDGT) under section 1(b) of Executive Order (E.O.) 13224 to add new aliases, most notably, Jabhat Fath al Sham. U.S. persons are generally prohibited from engaging in transactions with Jabhat Fath al Sham, and all property and interests in property of the organization subject to U.S. jurisdiction are blocked. In addition, knowingly providing, or attempting or conspiring to provide, material support or resources to the organization is prohibited.

In July 2016, al-Nusrah Front leader Abu Muhammed al-Jawlani announced his group would henceforth be known as Jabhat Fath al Sham. Despite attempts to distinguish itself from al-Nusrah Front by developing a new logo and flag, Jabhat Fath al Sham’s principles continue to be the same as those of al-Qa‘ida and the group remains committed to carrying out terrorist activity under this new name. Whether it calls itself Jabhat Fath al Sham or al-Nusrah Front, the group remains al-Qa’ida’s affiliate in Syria. Also today, Treasury’s Office of Foreign Assets Control today designated four key leaders of al-Nusrah Front pursuant to Executive Order 13224.

The imposition of sanctions by the United States against terrorists is an important tool. Today’s actions notify the U.S. public and the international community that al-Nusrah Front remains actively engaged in terrorism under the name Jabhat Fath al Sham. Designations of terrorist individuals and groups expose and isolate organizations and individuals, and result in denial of access to the U.S. financial system. Moreover, designations can assist or complement the law enforcement actions of other U.S. agencies and other governments.

In addition to Jabhat Fath al Sham, the Department of State has amended the al-Nusrah Front FTO and E.O. 13224 designations to add the following aliases:
